Effective January 1, 2026, all Resident Parking Permits will be digital instead of stickers. Your license plate will be your permit.
Resident Parking Permit - Eligibility & Rules

$20 per vehicle - up to 4 vehicles per household.

Resident Permits are only available to individuals who live inside the incorporated area of the Excelsior city limits. When applying for a resident permit, you must provide a valid driver's license with your current Excelsior address.

Permit allows parking anywhere citywide.

Note: This permit does not grant permission to park on privately owned lots.

Permits are valid through the calendar year.​ Resident Permits must be renewed annually.
Resident Visitor Passes
Excelsior Resident that have visitors, special Resident Visitor Passes are available ONLY to residents who live on metered or permitted streets.

Passes are FREE and unlimited.

Visitor passes must be registered online by resident via the permit portal.

Available only to residents who resides on metered or permitted streets for their guests or visitors.

Visitor Passes are valid only within the resident's assigned parking zone (not valid citywide).
Resident Permit - Application Requirements
You must submit the following information via our online application process.

Contact Information: Name, Email, Phone Number, and Address

Vehicle Information: License Plate Number, State, Make, Model, Color

Proof of Residency: Valid driver’s license with current Excelsior address​​

Your request will not be processed without the required document uploaded.

To register multiple vehicles, you will need to submit a separate application for each vehicle with the required documentation.

Regardless of when you previously registered for a Resident Parking Permit, all permits must now be issued through the online portal.​

Once you submit your registration request, approval of the permit will take approximately 1-3 business days.

After you receive a confirmation email, you are eligible to park for free, and no additional steps are necessary upon arrival at designated permit parking areas. Your license plate is your permit. Just park... and go!
