Business Parking Permit - Eligibility & Rules

$225 per vehicle - there is no limit as to how many permits can be purchased.

Businesses must be enrolled in permit program and be assigned a Business ID to register employee vehicle permits.

Permits allow parking anywhere citywide. Must follow ordinance as listed on posted signage.

Note: This permit does not grant permission to park on privately owned lots.

Permits are valid through the calendar year.​ Resident Permits must be renewed annually.
Why Businesses Must Enroll
Before purchasing any permits, businesses must enroll in the Business Parking Permit Program to receive a unique Business ID.
This ID allows businesses to:

Manage all employee and company vehicle permits under one account.

Easily add or remove vehicles when employees change.

Simplify renewals each year.
Enrollment ensures that only verified Excelsior businesses participate and helps the City maintain accurate records for downtown employee parking.
How It Works
Step 1: Business Enrollment

Complete the Business Enrollment Form to receive your 4-digit Business ID.

Once submitted, you’ll receive a confirmation email with your Business ID and a link to purchase permits.

The Business ID is used by employees when registering their vehicles.

Employers are responsible for sharing the Business ID with their staff.
Step 2: Purchase Permits

Use the provided link to purchase Business Parking Permits online.

Permits cost $225 per vehicle; there is no limit on quantity.

Businesses are not eligible for Visitor Passes.

All permits are managed digitally through the online portal.
Step 3: Employee Registration
Each employee must register their vehicle online using the business’s 4-digit ID.
They’ll need to provide:

Contact information (name, email, phone, address)

Vehicle details (license plate, state, make, model, color)

Photo ID (current and valid driver’s license)
Once submitted, permit approvals take 1–3 business days.
After confirmation, employees may park in designated employee areas — their license plate serves as the permit.
