Unpaid parking will result in a citation. Multiple unpaid citations may lead to your vehicle being immobilized, and if it remains unpaid for too long*, the city may tow it. This applies to the city’s on-street and off-street paid parking areas. Privately owned parking lots have their own enforcement rules and may tow vehicles for nonpayment.

Overnight parking is not permitted at the West Ramp unless you have a valid Monthly Parking Permit. 

The Monthly Permit provides 24/7 access, including overnight and event parking, in designated spaces on the P3 level only.

Yes, we require everyone to register their license plate regardless of the anticipated time they will be parked. When you register your vehicle, you will receive helpful text reminders of when your session is about to expire.

To scan a QR code, simply open your phone's camera app and point it at the QR code. The camera automatically detects and decodes the QR code, displaying the associated information or link. You may need to tap a notification that appears on your screen to open the associated link. The following links below provide more instructions based on your device brand.

If you’re unable to scan the QR code to pay for parking, you can use our convenient Text-to-Pay option by texting the location code to the number posted on the signage. Text-to-Pay information is listed on the QR code parking sign. Alternatively, you may contact our Ambassador Service at the number provided (952) 960-8262 and a team member will assist you directly.

No, cash is not accepted but credit card are accepted and can be used at one of the 14 pay stations located throughout Excelsior. For a locations, please visit www.excelsiorparking.com/mapnpark.

Not all locations require payment! Excelsior Parking offers a variety of free parking options throughout the city.

If you choose to park in an on-street paid or free parking area, guests/individuals/visitors must register their license plate and phone number. Whether you are parking for free or few hours, you must register your license plate and phone number to park.

Yes. Vehicles displaying a valid disabled parking placard or disabled license plates are exempt from parking registration requirements and parking fees for up to four (4) hours.
