Downtown Parking Rates

Paid parking will be enforced 7 days a week in designated paid parking areas. The Excelsior parking system has both free and paid parking options for on-street parking and off-street parking lots to alleviate congestion and free up parking spaces in high-demand areas.

See below for designated parking rates. All rates subject to taxes and a 5.6% service fee.

Water Street

2 Hour FREE parking max - Must register license plate for free parking session.
No re-parking - 1 time parking per day.

2nd Street

1 Hour FREE - Must register license plate for free parking session.
$3.50 per hour.
10 Hour Max $31.50.

3rd Street / Lake Street / West Lake Street / First Street (near Commons Playground) / Excelsior Blvd

$3.50 per hour.
10 Hour Max $35.00.

East Lot

Free public parking.
Paid parking rates may apply only for special events - per posted signs.

West Parking Ramp

Free public parking.
Paid parking rates may apply only for special events - per posted signs.
No overnight parking 1 am-7 am.
One West Drive Residents: Contact the property management company - Red Leaf Partners at 952-236-5400 or by email: OWDmanager@redleafpartner.com - to sign up for your parking permit within the private residential garage. The public parking garage does not currently offer overnight parking permits and overnight parking will be subject to a parking violation.
