Effective September 1, 2026, Parking citations and violations will be managed through separate online portals based on the type of parking location where they were issued.
Citations issued BEFORE September 1st,
please use the existing "Pay Citation" portal to pay or manage your dispute.

CITATIONS
If you received a citation at a City of Excelsior parking location, you can pay the fee online through the pay citation link below.
If you received a citation at a City of Excelsior parking location and wish to dispute it, you must submit your dispute in writing through the web portal below. You will need your parking ticket number to complete the process.

Parking Citation Fee Structure
If you receive a parking citation in Excelsior the fee structure below will apply. All rates subject to taxes and a service fee.

Initial Courtesy Notice: Zero Dollars

Non-Payment Citation Fee: $40.00 (If not paid after 7 days, the fine increases to $75)

2nd Offense Citation Fee: $50.00 (If not paid after 7 days, the fine increases to $85)

3rd Offense Citation Fee: $70.00 (If not paid after 7 days, the fine increases to $105)

4th Offense Citation Fee: $85.00 and vehicle will be towed. (If not paid after 7 days, the fine increases to $120)
Parking Violation Fee Structure
If you receive a parking violation in Excelsior the fee structure below will apply. All rates subject to taxes and a service fee.

Non-Payment Citation Fee: $74.00 (If not paid after 7 days, the fine increases to $107)
Towing
Failing to pay parking citation(s), blocking traffic, or not adhering to regulations may result in your vehicle being impounded. Towing remains in effect for vehicles with four or more parking citations that are 20+ days old.
